2019年，我国促进国际法治的国内立法主要涉及跨境经贸、国际商事法庭、航空航海、自然生态环境保护和公共安全领域。与以前的立法相比，2019年我国国内立法特别重视履行国际条约义务，树立我国负责任大国形象；注意立法体系建设，在多个领域形成了全方位、多层次、成体系、好实施的法律、司法解释、行政法规及部门规章；为全方位对外开放营造良好的法治环境，在外商投资、区块链技术、进出口贸易等领域修改、制定了大批法律、司法解释、行政法规及部门规章；为国际商事纠纷的解决提供中国方案，保证了国际商事法庭的有效运行。展望未来，我国亟须细化涉外法律规定，构建合法有效的中国法域外适用体系。
In 2019，China’s foreign-related legislation mainly connected with cross-border economy and trade，international commercial courts，aviation and navigation，natural ecological environment protection and public security. Compared with the previous ones，as a responsible power，the domestic legislation of China in 2019 pays special attention to the implementation of international obligations；focuses on construction of legislative system，and has formed comprehensive，multi-level，systematic and easily implemented laws，regulations and judicial interpretations；creates good legal environments for all-round opening up，and has promulgated and revised a large number of laws，regulations and judicial interpretations in areas of foreign investment，blockchain，import and export trade；provides a Chinese solution for settlement of international commercial disputes and ensures effective operation of international commercial court. Looking forward to the future，China urgently needs to specify foreign-related laws and regulations，and set up a legitimate and effective extraterritorial application system.
