平陆运河是一条江海联运的大通道，是西部陆海新通道的重要组成部分。本报告基于西部陆海新通道平陆运河建设契机分析与北部湾地区江海联运现状调研，全面分析平陆运河的战略意义。平陆运河规划有利于促成北部湾地区江海联运新格局，有利于北部湾地区协调融合发展，有利于北部湾地区临海、临港产业的跨越式发展，有利于北部湾地区深度参与西部陆海新通道和“一带一路”建设。北部湾地区应紧抓西部陆海新通道平陆运河建设契机，迎接构建江海联运新格局的挑战与机遇，借鉴国内外港口构建江海联运格局的典型案例，谋划布局北部湾地区江海联运新格局。最后提出，北部湾地区应采取谋划“大开放”格局、抓好“大项目”建设、搞好“大配套”体系、推进“大物流”工程、提升“大服务”内涵、形成“大合作”机制等对策。
Pinglu Canal is a large river and sea combined transport，and it is an important part of the new western land and sea passage. Based on the analysis of the construction opportunity of Pingland Canal and the investigation of the current situation of Jiang-sea combined transport in the Beibu Gulf，this report comprehensively analyzes its strategic significance. The Pingland-land canal planning is conducive to the new pattern of river-sea combined transportation in Beibu Gulf，the coordinated and integrated development of Beibu Gulf region，the leapfrog development of coastal and port-adjacent industries，and the deep participation of Beibu Gulf region in the new western land-sea passage and the “Belt and Road” strategy. Beibu Gulf should seize the opportunity of the construction of Pinglu Canal，a new land-sea passageway in the west，plan the challenges and opportunities of the layout of the new pattern of Jiang-sea combined transport，and draw lessons from the typical cases of Jiang-sea combined transport at home and abroad to plan the layout of the new pattern of Beibu Gulf combined transport. Therefore，Beibu Gulf should adopt the “big opening” pattern，pay attention to the “big project” construction，do well in the “big supporting system”，promote the “big logistics” project，improve the connotation of “big service”，form the “big cooperation” mechanism and so on.
