本报告结合目前国家提出的构建“双循环”新发展格局和建设全国统一大市场的发展方针，基于北部湾国际门户港在我国西部大开发和“一带一路”中的精准定位，制定北部湾国际门户港国际货物通道和国内货物通道拓展的战略，包括远期战略和近期战略。据此构建北部湾国际门户港货物通道网络体系，进一步提出北部湾国际门户港货物通道拓展策略。从总体保障、组织保障、政策保障、资金保障、实施保障、人才保障六个方面提出北部湾国际门户港货物通道拓展的保障措施，以推动北部湾国际门户港向集约化、国际化港口发展升级，拓展西部陆海新通道出海口，更好地支撑西部地区参与国际经济合作，更快地助推实现“一带”和“一路”的陆海联动。
The background of cargo channel expansion strategy of Beibu Gulf international gateway port is comprehensively analyzed. Combined with the development policy of double circulation of international and domestic economy and building a unified national market formulated by China under the current international situation，as well as the global strategic deployment of China’s future economic and political development，based on the precise positioning of Beibu Gulf International Gateway port in China’s western development and the “Belt and Road” development strategy. The study also seeks to formulate strategies for international cargo passage and domestic cargo expansion of the international gateway port of Beibu Gulf，including long-term and short-term strategies. Based on this，the cargo channel network system of Beibu Gulf international gateway port is constructed，and the expansion strategy of cargo channel of Beibu Gulf International gateway port is further put forward. From the overall guarantee，organization guarantee，policy support，capital support，talent guarantee implementation of security，six aspects have been put forward for the Beibu Gulf international gateway port cargo security measures of channel developing，to push the Beibu Gulf international gateway port to port development upgrade，intensive，internationalization development of Lu Haixin channel port in the west and to bettersupport the western region to participate in international economic cooperation.This would help to move faster to promote land-sea linkages between the Belt and Road Initiative in China.
