畅通货物通道、提升货物层次对打造北部湾港国家物流枢纽、建设西部陆海新通道、构建“双循环”新发展格局至关重要。在北部湾港成为西南地区综合运输系统的重要载体背景下,本报告基于理论建构、模型解析等方法,对北部湾港腹地通道构成、通道优势进行了深入分析,运用SWOT分析方法,解析北部湾国际门户港建设的内外部环境。积极思考北部湾港货物通道空间与潜力提升的思路,认为北部湾港货运量与集装箱吞吐增量潜力明显,特别是中国—东盟进出口贸易货物通道提升空间较大。最后提出以下建议:推进集装箱码头间的合作性竞争,全面提升港区服务质量;进一步完善海铁联运体系,提升喂给港的服务能力;加快推进各方联合组建专门的港口服务协调机构;建设公共物流信息服务平台,打造高效低廉的物流链。
Unblocking the cargo channel and improving the cargo level are of great importance towards building the Beibu Gulf gateway port as a national logistics hub,the construction of a new land-sea channel in western China,and the construction of a new development pattern of “double circulation”. The Beibu Gulf port has become an important carrier of the comprehensive transportation system in southwest China. Based on theoretical construction,model analysis and other methods,this paper makes an in-depth analysis of the hinterland channel structure of the Beibu Gulf Gateway port and the comparison of its advantages. SWOT analysis method is used to analyze the internal and external environment of the construction of the Beibu Gulf International gateway port. The authors are of the view that the Beibu Gulf international gateway port has obvious potential for cargo volume and container volume increment,especially for China-ASEAN import and export trade cargo passage. Finally,some suggestions are put forward as follows:promote healthy competition among container terminals,improve the service quality of port area comprehensively;to further improve the sea-rail combined transport system and enhance the feeding capacity of the port;accelerate the formation of specialized port service coordination agencies jointly by all parties;build a public logistics information service platform to create an efficient and low-cost logistics chain.
