基于移动互联网和社交媒体的发展，互联网社群已经成为目前互联网上最常见的组织形式。依托主流媒体的功能延伸，互联网社群不仅作为松散的居民沟通交流的组织，而且成长为政府基层治理与社区居民上传下达、互通有无的主要平台，在社区居民的日常生活中发挥着重要作用。在这个意义上，互联网社群已经成为社会治理的多元主体之一。本文通过《南方都市报》与深圳市莲花街道打造的互联网社群治理载体“莲莲子”，分析了主流媒体参与城市基层治理的功能延伸，并探讨了利用现代科技手段互联网社群进行城市基层治理的可能性和有益之处。
Based on the development of mobile internet and social media，internet community has become the most common organizational form on the internet. Internet community has the features of flexibility and immediacy. Internet community which is well organized can become one of the social governance subjects. Using the case of “Lianlianzi”，which is a collaboration of Southern Metropolis Daily and Lianhua community in Shenzhen，we studied basic level governance in the city involving mainstream media and government. Furthermore，we discussed the possibility and merit of using modern technology in governance.
