中国网络谣言的传播特征与治理策略探析

网络谣言指的是以互联网为传播媒介,与特定事件有关且未获得权威机构证实的信息。网络谣言具有如下几个方面的特征:内容上多与公众生活密切相关,具有一定的时效性,呈现形式多为图片或视频,传播主体多为自媒体用户。目前网络谣言的泛滥主要是由于网络用户缺乏媒介素养与理性思考的能力,媒体公信力的缺失和“把关人”的缺位以及网络谣言预警与监测技术仍不成熟。基于这些问题,提出了提高公众网络媒介素养、主流媒体积极引导网络舆论导向、技术赋权建立辟谣机制的网络谣言治理策略。

Abstract

Internet rumors refer to information about a specific event that is based on the Internet and has not been verified by authoritative authorities. Internet rumors have the following characteristics:Most of the contents are closely related to public life,with a certain timeliness,most of the presentation forms are pictures or videos,and most of the disseminators are we-media users. At present,the flood of Internet rumors is mainly due to the lack of media literacy and rational thinking ability of Internet users,the lack of media credibility and the absence of “gatekeeper”,and the immaturity of Internet rumor warning and monitoring technology. Based on these problems,this paper puts forward the strategies of Internet rumor management,such as improving the public’s Internet media literacy,guiding the direction of Internet public opinion actively,and empowering technology to establish rumor refuting mechanism.
