Currently，the COVID-19 pandemic has not yet been brought under control globally. With the uncertainty of health，economics，and social life and the prolonged prevention and control measures，the Philippines has entered the pandemic’s “new normal”. The COVID-19 pandemic has had a great impact on the Philippines’ macroeconomic conditions，tourism，and people’s lives，but it has also promoted the development of the country’s digital industries such as telecommunications，e-commerce，and digital payments. In response to the “new normal”，the Duterte government has taken various actions. In addition to adhering to the strict community isolation policy，it strives for vaccine supply in the international community，and its vaccination plan，economic recovery plan and tourism recovery plan are being carried out，providing favorable conditions for the Philippines to emerge from the shadow of COVID-19. This report summarizes and analyzes the domestic situation and policy response of the Philippines from 2020 to 2021 under the epidemic. This report believes that although the Duterte administration faces many challenges in the short term，it can still be expected to lead the Philippines out of the epidemic steadily.
