In the context of Covid-19 pandemic，Duterte’s government reacted decisively. But his administration was limited by the underdevelopment of the health system and corruption scandal in the health sector. In addition，the measures to control the pandemic，which inevitably led to the economic downturn，the deterioration of employment and the increase of financial burden，did not generate sufficiently favorable outcomes. Nonetheless，the domestic support for Duterte’s administration remained strong. What’s more，the conflict over the Speaker of the House of Representatives was solved peacefully. As for the local governance，Bangsamoro Autonomous Region in Muslim Mindanao（BARMM）kept building up its governance by releasing future blueprint of development despite of the obstruction caused by pandemic. It sought to establish better public service，business environment and politics at the grass-roots level.
