BRICS Partnership on New Industrial Revolution（PartNIR）is an important，forward-looking initiative that bears the overall landscape in mind，and it opens up a new direction，a new journey and a new field for BRICS cooperation in the second “golden decade”. There has been a foundation to build the BRICS partnership on the new industrial revolution，but many challenges remain ahead. It is suggested that BRICS countries should leverage STI，stick to the principles of “openness，inclusiveness and reciprocal cooperation”，and explore cooperation and engagement mechanisms related to key technologies that might trigger the new industrial revolution，and grasp opportunities brought by the new industrial revolution to the greatest extent. Specifically，BRICS countries can push for open innovations in key directions，build a BRICS technology bank and take the initiative to join the global innovation network；make joint efforts in the research，development and application of artificial intelligence，big data and blockchain technologies，and speed up the construction of BRICS fintech innovation center；build “BRICS intellectual property protection network”，set up business incubators，accelerators or joint funds；advance construction of BRICS high-end STI think tank，and develop virtual knowledge communities；create a sound mechanism for regular exchange of innovators between BRICS countries and facilitate their customs clearance，work and academic exchange between BRICS countries；improve the governance framework and build a multi-tiered system for member countries；reshape the space of cooperation based on the central role of innovation bases of BRICS partnership on new industrial revolution.
