2014年乌克兰危机发生后,法国和德国曾为缓和危机采取大量外交行动,形成了法德俄乌四国“诺曼底模式”。2022年2月俄乌冲突发生前,法国积极主动与各方展开斡旋,试图为不断紧张的俄乌局势降温。冲突爆发后,法国向乌克兰提供大量军事和人道主义援助;并与其他西方国家协调,对俄罗斯进行多方面制裁。与此同时,法国仍与俄罗斯保持对话,并在一些问题上与美国持不同观点。2014年以来法国在乌克兰问题上的政策演变,既有冲突升级的客观因素,也与欧美关系变化和法国领导人个人等因素有关。
After the outbreak of Ukrainian crisis in 2014,France and Germany undertook diplomatic efforts to de-escalate the crisis,and created the “Normandy Format”,composed of France,Germany,Russia,and Ukraine. Similarly,before the outbreak of Russo-Ukrainian conflict in February 2022,France proactively mediated with all parties in an attempt to defuse the tense situation. However,upon the outbreak of the conflict,France provided substantial military and humanitarian assistance to Ukraine and coordinated with other Western countries to impose comprehensive sanctions on Russia,even though France has maintained communication with Russia and held different views on some issues from the United Sates. The evolution of the French policy on the Ukrainian crisis is not only driven by the escalation of the situation,but is also aided by the changes of Europe-US relations and personal inclinations of French leaders.
