军事规划法是国家安全防务政策的体现，2021年6月，法国政府没有如期向议会提交《2019～2025军事规划法》更新草案，引起参议院不满，拒绝接受总理的相关说明。本文透过更新案中参议院与政府的分歧，通过对《2017国家安全防务战略指南》和《2021战略更新指南》的分析，探讨马克龙安全防务政策的核心内容和特点，展望《2019～2025军事规划法》的未来以及马克龙安全防务政策的可延续性。
The Military planning Law is the embodiment of France’s national security and defense policy. In June 2021，the French government did not submit the updated draft of the “2019-2025 Military Planning Law” to the Parliament as scheduled，provoking the dissatisfaction of the Senate which refused to accept the Prime Minister’s explanations in this regard. In light of the aforementioned disagreement between the Senate and the government，this paper discusses the core content and characteristics of Macron’s security and defense policy and assesses the future of the “2019-2025 Military Planning Law” and the continuity of Macron’s security and defense policy based on an analysis of the “2017 Security and Defense Strategy Review” and the “2021 Strategic Update”.
