为探究我国省级政府数据开放利用政策体系的发展现状及其优化方向，本文基于政策外部结构与政策内部特征两个维度，对我国省级政府数据开放利用政策的发布时间、政策主体、政策形式、政策目标、政策工具进行多维度的系统梳理与分析，为我国地方开放政府数据工作提供优化建议。研究发现，我国省级数据开放利用政策存在政策制定主体联合度低、政策效力等级弱、政策目标设置有待优化、政策工具使用失衡等问题。建议我国省级政府应着力优化政策外部结构，注重政策目标的协同匹配，调整政策工具内部结构，加强需求型政策工具的使用，切实提高政策执行效力，促进我国数据开放利用工作的高质量发展。
In order to explore the development status and optimization strategies of China’s provincial open government open use policy system，based on the two dimensions of the external structure and internal characteristics of the policy，this paper systematically combs and analyzes the policy time，policy subject，policy form，policy objective and policy tool of China’s local open government data use policy，so as to provide optimization suggestions for China’s local open government data work. It is found that there are some problems in China’s provincial open data use policies，such as low coordination ability of policy subjects，inefficient policies，unreasonable setting of policy goals，and ill-structured use of tools. It is suggested that local governments should focus on optimizing the external structure of policies，paying attention to the coordination and matching of policy objectives，optimizing the structure of policy tools，strengthening the use of demand-based policy tools，improving the effectiveness of policy implementation，and promoting the high-quality development of China’s data openness and use work.
