温州市是浙江省数据开放工作试点市，近年来数据开放工作成效显著，在“2020中国开放数林指数”和《2020中国地方政府数据开放报告》中位列113个地市级（含副省级）综合排名第二、居浙江省第一位，2020年、2021年连续两年在浙江省数据开放创新应用大赛中获得全省地市综合成绩第一，并于2021年发布全国首张“个人数据资产云凭证”。温州市聚焦服务实体经济、服务百姓民生，持续加大公共数据开放力度，鼓励企业与个人基于公共数据开展应用创新探索。通过高质量举办市级分赛、开展创意指导、响应数据开放需求、帮助项目孵化落地等举措，不断发掘并落地了一批群众获得感强且社会效益、经济效益显著的优秀作品。
Wenzhou City is a pilot city for open data in Zhejiang Province. In recent years，open data has achieved remarkable results. In the “2020 China Open Data Index” and “2020 China Local Government Open Data Report”，Wenzhou ranks second in the ranking of 113 prefecture-level（including sub-provincial）cities，while Zhejiang Province ranks first in 2020 and 2021. In 2020 and 2021，Wenzhou won the first place in the Zhejiang Open Data Innovation Application Competition for two consecutive years，and Wenzhou released China’s first “Personal Data Assets Cloud Certificate” in 2021. Wenzhou City focuses on serving the real economy and people’s livelihood，continues to increase the opening of public data，and encourages enterprises and individuals to carry out application innovation and exploration based on public data. By holding high-quality city-level competitions，carrying out creative guidance，responding to open data needs，and helping project incubation and implementation，a group of outstanding works with strong sense of public gain and significant social and economic benefits have been continuously discovered and implemented.
