报告从准备度、平台层、数据层和利用层四个维度对长三角政府数据开放一体化现状和水平进行研究和分析。从整体上看,长三角各地的政府数据开放水平参差不齐,浙江、上海等在全国处于引领位置,但区域内仍有些地方尚未开展数据开放工作。报告发现,长三角地区还缺乏推进区域政府数据开放协同合作的法规政策支撑;长三角各地平台在功能设置上都达到了较高水平,相互之间差异较小,但平台间的跨省互联和协同尚未实现;数据集主题的重合度、数据集内容的匹配度和原数据标准的一致性均有待提高;长三角地区还未举办过真正跨省的开放数据创新利用活动,也缺少跨省的数据利用成果,未能有效推动开放数据的跨区域融合利用。报告建议长三角各地继续探索前沿,突破难点,加强区域内经验交流,拓展整个长三角地区的数据开放广度和深度。
This report studies and analyzes the status and level of open government data and integration in the Yangtze River Delta from the four key dimensions-Readiness,Platform,Data and Use. On the whole,the level of government data opening in the Yangtze River Delta is uneven. Zhejiang,Shanghai and other places have taken the lead in the country,but there are still some places in the region that have not yet carried out data opening work. The study found that the Yangtze River Delta currently lacks the support of laws and policies to promote regional government data openness and collaboration;platforms in the Yangtze River Delta have reached a high level in terms of functional settings,and the differences between them are small,but collaboration has not yet been realized. Besides,the overlap of dataset topics,the matching degree of dataset contents and the consistency of original data standards need to be improved. The Yangtze River Delta region has not yet held any cross-provincial open data innovation and utilization activities,and lacks cross-provincial data applications,failing to effectively promote the cross-regional integration and utilization of open data. The report recommends that all parts of the Yangtze River Delta continue to explore frontiers,break through difficulties,strengthen the exchange of experience within the region,and enhance the breadth and depth of data opening in the entire Yangtze River Delta region.
