数据利用是政府数据开放的成效展现环节。中国公共数据开放评估中利用层的指标体系包括利用促进、利用多样性、成果数量、成果质量四个一级指标。其中，省域评估指标体系更关注省级赋能，而城市评估指标体系更强调成果产出。依据这一指标体系，报告通过网络检索、数据开放平台采集、观察员体验等方式获得研究数据，对各地方数据开放的利用现状进行评估，并对各指标的优秀案例进行推介。整体上看，多数地方已经开展了多种类型的利用促进活动，在成果数量上取得显著进步，但在利用多样性与成果质量方面仍需进一步提升。
Data utilization is the terminal link of Open Government Data. This report gives an overall analysis of the Data utilization of the China Open Data Index，including first-level indicators such as Use Promotion，Diversity of Data Applications，Quantity of Data Applications，and Quality of Data Applications. Among them，the provincial evaluation pays more attention to the provincial empowerment of cities，while the urban evaluation index system pays more attention to the results. According to this indicator system，this report obtains research data through Internet retrieval，open data platform collection，observer experience and so on. It assesses the state of use in each place and recommends great cases for each indicator. On the whole，most places have carried out various types of utilization promotion activities，and significant progress has been made in the quantity of data applications，but the diversity of utilization and quality of data applications still need to be further improved.
