数据的数量与质量是政府数据开放工作的重要组成部分。中国公共数据开放评估中数据层的指标体系包括数据数量、数据质量、数据规范与开放范围共四个一级指标。其中，省域评估指标体系侧重于反映省级政府对下辖地市数据开放工作的赋能效果，而城市评估指标体系更看重数据本身。依据这一指标体系，报告通过机器自动抓取和处理各地政府数据开放平台上开放的数据，结合人工观察采集相关信息，对各地方政府数据开放平台上的数据进行了评估并介绍了各个指标的全国总体情况与优秀案例供各地参考。报告发现，全国公共数据开放数量总体不足，尤其需要开放更多高容量数据集、提高单个数据集的容量。此外，还需提升数据质量，保持稳定更新频率，确保开放数据的规范性，扩大开放范围。
The quantity and quality of data is an important part of opening government’s data. This paper firstly analyzes the index system of the data layer in the evaluation of open data forestry，including four first-level indicators：data quantity，data quality，data specification and open scope. Among them，the provincial evaluation index system focuses on reflecting the empowerment effect of the provincial government on the data opening work of the cities under its jurisdiction，while the urban evaluation index system pays more attention to the data itself. Based on this indicator system，the report evaluates the data on the local government data open platforms and introduces various indicators through the automatic capture and processing of open data on local government data open platforms by machines，combined with manual observation and collection of relevant information. The overall national situation and outstanding cases of the country are provided for reference in each part. The report found that the overall openness of the data layer across the country is insufficient，especially when more high-capacity datasets are opened，and the capacity of a single dataset needs to be improved. It is still necessary to improve data quality，maintain a stable update frequency，ensure the standardization of open data，and expand the scope of openness.
