平台的建设与运营是政府数据开放工作的枢纽部分。中国公共数据开放评估中平台层的指标体系包括平台关系、发现预览、数据获取、成果提交展示、互动反馈和用户体验等一级指标。其中，省域评估指标体系更关注跨区域协同，而城市评估指标体系更强调日常运营维护。依据这一指标体系，本报告通过人工观察法对各地方政府数据开放平台进行了评估并介绍了各个指标的优秀案例供各地参考。结果显示，多数地方政府数据开放平台的功能建设已经取得了显著进步，部分地方也结合实际需求对平台的新功能进行了探索，而运营维护水平的高低逐渐成为导致各地平台间差距的主要原因。
The construction and operation of the open data platform is an important part of OGD（open government data）. This report gives an overall analysis of the Platform dimension of the China Open Data Index，including first-level indicators such as Platforms Relationship，Data Navigation and Preview，Data Accessibility，Submission and Display of Data Applications，Interaction and Feedback，and User-friendliness. Specifically，the assessment framework for provinces pays more attention to trans-regional collaboration，while city assessment framework emphasizes daily operation and maintenance. According to this framework，this report evaluates each local government open data platform through the observation method and introduces excellent cases of each indicator for reference. Overall，many local government open data platforms have made significant progress in function construction，of which some have also explored new functions to meet diverse needs，while the level of operation and maintenance has gradually become the main source of the gap between platforms.
