准备度是政府数据开放工作的基础。中国公共数据开放评估中准备度的指标体系包括法规政策效力与内容、标准规范、组织与领导三个一级指标。依据这一指标体系，本报告对地方政府数据开放准备度的现状与水平进行了评估，运用描述性统计和文本分析方法研究了相关法律法规、政策、标准规范、年度计划与方案、新闻报道等，在此基础上推介了各地的标杆案例。总体来看，多数地方政府在组织保障上已具备良好基础，越来越多的地方将数据开放工作列入常态化工作任务。部分地方出台了专门针对数据开放的地方政府规章和地方标准。但全国范围内的法规政策在内容上还不够全面，标准规范也总体薄弱。
Readiness is the foundation of open government data. The indicator system of readiness in China Open Public Data assessment includes three first-level indicators-Laws，Regulations and Policies，Standards and Guidelines，and Organization and Leadership. Based on this indicator system，this report evaluates the current situation and level of local open government data readiness. The report uses descriptive statistics and text analysis methods to analyze relevant laws and regulations，policies，standards and norms，annual plans and programs，and news reports，based on which，benchmark cases from various places are recommended. In general，most local governments have a good foundation in organization guarantee，and more and more places have included open data as a normal task. Some localities have issued local government regulations and local standards specifically for open data. However，the national regulations and policies are not comprehensive enough in content，and the standards and norms are generally lacking.
