本报告首先总结了2021年我国互联网经济发展的主要成就，并基于供给、需求、流通和支撑四个维度构建了互联网经济发展的指标体系，在此基础上具体测算了我国31个省份互联网经济的发展水平。本报告认为，我国互联网经济现阶段发展的问题主要表现为：头部互联网企业的国际竞争力减弱；资本无序扩张问题亟待解决；数据层面的监管制度设计与实施尚需改善；互联网企业在国际化发展中的合规性亟待提升。此外，我国互联网经济未来发展将呈现赋能双循环新发展格局、助力国内统一大市场建设、平台经济进入规范发展新阶段、互联网经济领域的人才培养进入快车道等四方面趋势。本报告最后就平台经济“常态化监管”体系设计、数据交易与数据流通的制度建设、引导平台资本进入科技创新领域、提升互联网经济领域的公共服务水平等四个方面提出了具有针对性的政策建议。
This general report firstly reviews the main achievements of the development of Chinese Internet economy in 2021. Secondly，by establishing the indicator system of the Internet economy，this report calculates and provides the ranks of the Internet Economy Development Index of 31 provinces in China Mainland. Thirdly，this report points out four major issues in Chinese Internet economy：the weakening of international competitiveness of Internet enterprises，disorderly expansion of capital in the Internet economy industries，the flaws of the design and implementation of regulatory system of the data resources，and the non-compliance of Internet enterprises in the process of internationalization. Fourthly，this report summarizes four development trends of Chinese Internet economy：enabling new pattern of double-circular development，boosting the unified domestic market，new stage of normalized development of platform economy，and the speed up of the talent training in the field of Internet economy. Finally，this report provides four policy recommendations to promoting the development of Chinese internet economy：the design of normalized supervision system for platform economy，the establishment of the data transaction and data circulation system，the guidance of platform capital to enter the field of scientific and technological innovation，and the improvement of the level of public services in the era of Internet economy.
