冷战后意大利的外交政策受到国内政党政治的影响,在多边主义和单边/双边主义之间左右摇摆。2018年6月五星运动和联盟党联合执政后,意大利的对外政策出现重要调整。意大利的欧盟政策越发强调本国利益,与法、德等传统盟友也出现了矛盾,同时意大利与中国和俄罗斯更加接近。这种调整主要是由意大利执政党的特点决定的,是意大利对欧盟的内部张力和国际格局变化的反应。中国与意大利的“一带一路”合作建立在政治互信和经济互补的基础上,具有良好前景。在2019年9月意大利新政府组建后,中意合作在多大程度上能继续保持向好态势,仍然受到意大利不稳定的国内政局、欧盟对华政策以及中美关系的影响。
Influenced by domestic party politics,the post-Cold War Italian Foreign Policy has swung between multilateralism and unilateralism/bilateralism. Italian foreign policy has changed significantly since the coalition government of Five Star Movement and League established in June 2018. Italy put more emphasis on its national interests in the EU-Italy relations,conflicted with traditional allies such as France and Germany,and became closer to Russia and China. These changes were mainly caused by the ruling parties,but also reflected the tension within the EU and the evolution of international order. Based on the political mutual trust and economic complementarities,China-Italy cooperation in the framework of Belt and Road Initiative is promising. With the establishment of a new Italian government in September 2019,the prospects of China-Italy cooperation will continue to be affected by the volatile Italian politics,the EU’s approach to China and also the US-China relations.
