As China entering the journey of the second “century goal” of national development，the new generation returnees are also undergoing distinct transitions. A better understanding of the new characteristics，trends and needs of the new generation returnees will help to further develop the positive role of the returnees in promoting the “dual circulation” model of domestic and international development paradigm. This chapter analyzes the new generation returnees based on the research of the Center for China and Globalization（CCG），and proposes suggestions for their better development，which include mobilizirg to the international communication capabilities of overseas students，establishing a service platform for returnee groups，developing a think-tank alliance of Chinese overseas students，establishing a commendation mechanism for outstanding overseas students and creating conditions for overseas students to develop their careers in international organizations.
