India’s Africa scholarship policy has gone through three stages:initial stage,transitional stage and the accelerated development stage. At the initial stage,the scholarship policy to Africa started with the Cultural Scholarships Scheme for Africans and Asians. At the transitional stage,the scholarship policy developed slowly,but it began to serve India’s economic and technical cooperation strategy with Africa. At the accelerated development stage,Africa has once again become the focus of India’s diplomacy. The scholarship policy is continuously invigorated and plays a more important role in contemporary India-Africa diplomacy. Overall,India increasingly attaches importance to the role of scholarship policy in diplomacy with Africa. The scholarship policy is targeted at the elite groups,and it is regulated and controlled precisely. The naming of scholarship programs highlights the traditional India-Africa friendships and the glory of India. In addition,it also attaches great importance to providing scholarships to Indian Diaspora in Africa and paying equal attention to the institutionalization and humanity in scholarship management. India’s scholarship policy towards Africa can provide some enlightenment for China’s related policies.
