The COVID-19 pandemic outbreak in 2020 is an accidental factor in the great change of the past hundred years,but it has a huge and far-reaching impact on the lives and health of people and international relations. Since the change of power and the strategic relationship among great powers have their own rules,the COVID-19 pandemic is an indirect and non-decisive influence on relations among great powers and international configuration. In terms of relations among big powers,the COVID-19 pandemic directly or indirectly influences the specific relations among the big powers in the various domains,but it can only be a kind of “catalyst” or “booster” wit regard to the strategic relations among big powers. As far as the power distribution of great powers is concerned,the COVID-19 pandemic can impede the economic growth and economic strength enhancement of big powers by affecting the economic activities,but it has very little impact on the distribution of military strength among big powers. Based on this theoretical cognition,the international configuration of the Indio-Asia-Pacific region in terms of economic strength manifests as “two superpowers-two powers with multi-layers”,that in terms of military strength is “three-superpowers-two powers with two layers”,and that in terms of great power relations is “strategic game under dual leadership”.
