自2014年塞西当选埃及总统后，埃及政府对其国内的恐怖主义和极端主义势力打出了一套“组合拳”，安全反恐与发展反恐这两种模式齐抓并举，取得了比较明显的成效。近年来，埃及总体安全形势日渐好转，恐怖袭击事件数量大幅减少，极端势力日益不得人心。本报告主要从安全领域出发，全面回顾塞西政权在反恐和去极端化方面所面临的形势、采取的举措以及取得的成效，并分析其未来可能面临的挑战，力图全面呈现“塞西时代”反恐和去极端化这一系统工程，如机制建设、安全打击、金融反恐、国际合作、宗教维新和教育改革等，以期为国际反恐和去极端化行动的经验总结与交流提供一些参考。
Since Sisi was elected as president of Egypt in 2014，the Egyptian government has been dealing with terrorism and extremism in the country with a “combination” of security and development counter-terrorism，and has achieved relatively obvious results. In recent years，the overall security situation in Egypt has been improving，with the number of terrorist attacks decreasing significantly and extremist forces becoming increasingly unpopular. Mainly from the perspective of security，this paper reviews the situation facing the Sisi regime in counter-terrorism and de-extremism，the measures it has taken and the results it has achieved，and analyzes the challenges it may face in the future，with a view to presenting a three-dimensional characterization of the systematic project of counter-terrorism and de-extremism in the “Sisi Era”，including such aspects as mechanism construction，security-oriented strikes，financial counter-terrorism，international cooperation，religious restoration，education reform，etc. This research is of reference value for the summarization and exchange of experience in international counter-terrorism and de-extremism operations.
