后布特弗利卡时代的阿尔及利亚社会最明显的特征是“动荡”与“低迷”。“动荡”贯穿于社会各个领域,街头抗议活动接连不断,年轻人群体饱受失业之苦,公共服务质量明显下滑,青少年犯罪率直线上升;“低迷”笼罩着经济领域,阿尔及利亚国民经济过度依赖油气出口,结构失衡,受到国际油价波动和新冠肺炎疫情的影响一蹶不振。民间社会团体希望诉诸街头政治改变政府的决策,实现其利益诉求与政治理想,无奈由于自身的局限性,无法形成具有广泛群众基础的同盟阵线,由此决定了现阶段街头政治注定无法使阿尔及利亚社会摆脱危机。
The Algerian society in the post-Bouteflika era is best characterized by “turmoil” and “depression”. “Turmoil” is seen in all social aspects:constant street protests,unemployment plagued young people,a marked decline in the quality of public services,and a sharp rise in juvenile delinquency. “Depression” concerns primarily the economic sphere. Structurally unbalanced by overly depending on oil and gas exports,Algeria’s national economy is severely affected by fluctuations in international oil prices and the COVID-19 pandemic. Civil society groups resort to street politics to change the government’s decisions and realize their interests and political ideals,but due to their own limitations,they are unable to form an alliance with a broad mass base,which predetermines that street politics will not be able to lift Algerian society out of the crisis at this stage.
