随着汽车保有量的增加，我国停车需求也进一步上升，“停车难”成为城市发展亟待解决的问题。本报告通过分析影响智慧停车产业发展的政策、经济、技术和社会环境以及产业规模和产业竞争力，总结出产业发展存在政策体系不健全、停车位供给不足、智慧停车应用种类繁多、产业管理协调机制有待完善等问题。通过分析智慧停车产业发展需求和总结智慧停车产业发展趋势，对2021～2025年智慧停车行业成长性、经营能力和盈利能力做出预测，并提出了促进我国智慧停车产业发展的对策建议：一是理顺管理体制，明确主管机构，统一组织协调、统筹推进各项工作；二是编制静态交通专项规划；三是加快城市停车立法工作；四是建立城市统一的智慧停车平台；五是进一步细化政策，吸引社会资本参与，推动停车行业的市场化发展；六是加强正确的舆论宣传引导和监督，营造良好社会氛围。
With the increase of car ownership，China’s parking demand has further increased. “Parking difficulty” has become an urgent problem to be solved in urban development. By analyzing the environment of policy，economy，technology and society，industrial scale and industrial competitiveness affecting the development of intelligent parking industry，this report summarizes the problems existing in industrial development，such as imperfect policy system，insufficient parking space supply，a wide variety of smart parking applications and industrial management coordination mechanism needs to be improved. By analyzing the development needs of intelligent parking industry and summarizing the development trend of intelligent parking industry，this paper forecasts the growth，capacity and profitability ability of intelligent parking industry from 2021 to 2025，and puts forward countermeasures and suggestions to promote the development of intelligent parking industry in China. Firstly，straighten out the management system，clarify the competent authorities，and uniformly organize，coordinate and promote all work. Secondly，prepare special static traffic plan. Thirdly，speed up urban parking legislation. Fourthly，establish a unified intelligent parking platform in the city. Fifthly，further refine policies，attract social capital to participate，and promote the market-oriented development of the parking industry. Finally，strengthen the correct publicity，guidance and supervision of public opinion，and create a good social atmosphere.
