随着经济发展，中国石油进口量节节攀升。海湾地区作为全球最关键的能源产区，是中国石油进口的重要来源地。然而，该地区目前也是世界地缘政治博弈最激烈、安全形势最复杂的地区之一。近年来，海湾局势面临重塑，区内国际关系演进呈现“两大主线、三组博弈”格局。海湾变局使中资石油企业和驻外人员面临的安全风险显著增加，诸如恐怖袭击、劫持绑架、地缘政治风险外溢等。面对新的公共安全挑战，中国企业应强化对员工的教育培训，提高危机预警能力，树立良好的海外公共形象，与西方企业开展选择性合作并加强与当地政府及社会组织的沟通与互信。
With the economic development，China’s oil imports have been rising rapidly. As the most important energy-producing area in the world，the Gulf region is one crucial source of China’s oil import. Gulf region is also one of the regions with the most fierce geopolitical game and the most complicated security situation in the world. In recent years，the regional situation has been reshaped. The evolution of regional international relations presents a pattern of “two main lines and three groups of games”. For Chinese oil enterprises and overseas citizens，turmoil in Gulf has significantly increased the security risks，including terrorist attacks，kidnappings and geopolitical spillovers. In the face of new public security challenges，Chinese enterprises should enhance staff training，improve the ability of crisis warning，establish a good overseas public image，selectively cooperate with western enterprises and strengthen communication and mutual trust with local political and social organizations.
