境外京籍人员和企业安全保护机制建设既是中央政府的政策要求，也是北京市作为一级地方政府的需要。自2011年以来，北京市相关机制建设进展显著并呈现自身特点，但其中也存在一些问题，如保护职责划分不明；政府负担较重，商业渠道和社会力量运用不够；囿于相关法律法规欠缺和信息壁垒，无法准确掌握境外京籍人员和企业的数量与分布情况；预防宣传教育内容针对性不强等。这些问题的解决既依赖于中央政府相关法规和制度的完善，也需要北京市在地方政府层面上措施的改进。
