数字经济正在成为全球城市竞争的关键领域。本文将从数字基础设施、数据要素资产、数字技术创新、数字产业发展、数字治理水平、数字对外开放六个维度，系统构建全球数字经济标杆城市评估指标体系，为全面、科学测度与评价全球数字经济标杆城市提供基准，也为全球数字经济标杆城市建设提供路径参考。同时，本文测算了2018～2021年的北京市数字经济标杆城市指数，评估北京市全球数字经济标杆城市建设发展水平。
