1960~2020年数字化影响世界钢铁产业政策的演变趋势

在数字经济蓬勃发展的时代,数字化深刻影响着世界众多国家钢铁产业政策的演进历程。本文基于对全球产业数字化发展历程的梳理,发现世界主要国家在产业数字化萌芽阶段、形成阶段、深化阶段逐渐形成如下特征:信息基础设施与数字技术赋能产业提质增效;产业互联网再造产业数字化发展新模式;产业平台化发展生态和产业集群助推产业数字化发展。由此,研究视角逐渐聚焦于钢铁产业数字化发展。综合对不同时期各国钢铁产业数字化政策的分析,可以概括出钢铁产业数字化政策是通过革新钢铁产业生产管理技术、打造智能化钢铁产业链和完善钢铁数字化基础设施建设三条路径对钢铁产业数字化发展发挥作用。为推动钢铁产业数字化与智能化发展,政府应该加速钢铁产业数字技术升级,提高钢铁产品竞争力;打造钢铁智能制造产业链,推进钢铁产业结构升级;统筹数字化基础设施建设,促进钢铁产业合理布局。

Abstract

In the era of vigorous development of the digital economy,digitalization has profoundly affected the evolution of steel industry policies in many countries around the world. Based on the sorting out of the development process of global industrial digitalization,this paper finds that in the budding stage,forming stage and deepening stage of industrial digitalization,the world’s major countries gradually form information infrastructure and digital technology to enable industries to improve quality and efficiency,and industrial Internet to rebuild new industries in digital development. Modes,industrial platform development ecology and industrial clusters boosting industrial digital development and other phasedcharacteristics,the research perspective gradually focuses on the digital development of the steel industry. Based on the analysis of the digitalization policies of the iron and steel industry in different countries in different periods,it can be concluded that the digitalization policy of the iron and steel industry has an effect on the digital development of the iron and steel industry through three paths:innovating the production management technology of the iron and steel industry,building an intelligent iron and steel industry chain,and improving the construction of the iron and steel digital infrastructure. In order to promote the digital and intelligent development of the iron and steel industry,the government should accelerate the upgrading of digital technology in the iron and steel industry and improve the competitiveness of iron and steel products;build an industrial chain of iron and steel intelligent manufacturing,and promote the upgrading of the iron and steel industry structure;coordinate the construction of digital infrastructure and promote the rational distribution of the iron and steel industry. Further play the guiding and supporting role of the digitalization policy of the steel industry.
