当前，区块链正在成为全球技术发展的前沿阵地，区块链技术与实体经济逐渐融合，其应用已覆盖到金融、物联网、智能制造、供应链管理、数字资产交易、医疗健康等多个领域，全球主要国家都在加快布局区块链技术发展。2019年，随着中央鼓励区块链技术发展，全国各地纷纷响应号召，推出区块链鼓励政策，积极发展区块链技术。本报告梳理了2019年我国中央及各地方对区块链行业的监管及扶持政策，并对其发展方向进行了分析。区块链监管渐趋法制化、规范化、全面化；未来，将进一步夯实区块链产业发展基础，加大区块链核心技术研发和应用力度，强化基础设施、安全防护等方面的建设；基于区块链等新兴技术打造新型数字经济，推动区块链与实体经济深度融合。
At present，blockchain is becoming the forefront of global technology development. Blockchain technology is gradually integrating with the real economy. Its application has covered many fields，such as finance，Internet of things，intelligent manufacturing，supply chain management，digital asset trading，medical health and so on. Major countries in the world are speeding up the development of blockchain technology，and the regulatory and support policies of blockchain industry at home and abroad are showing new trends. This report combs the current situation of domestic and foreign blockchain industry policies at the national level in 2019，and analyzes its development trend.
