Post-COVID-19 era,the global digital process has accelerated significantly,global competitiveness and development pattern have been significantly changed. In 2019,Luxembourg launched a new “Data-driven Innovation Strategy” in order to change the dominance of the financial sector,achieve economic sustainability,consolidate the position as EU’s economic hub and the most trustable data hub. The strategy is based on the EU’s data policy contexts and Luxembourg’s present status of data-driven economy. The strategy is highly systematic and practical,which contains the goals for the next five years,three pillars,seven priority areas and specific implementation measures. If seen as a “city-state”,Luxembourg’s data transformation exploration can provide a series of useful references to the numerous small cities and new towns emerging under China’s new urbanization strategy. These cities should grasp the historical opportunity of the digital revolution to redefine the strategic objectives and find their own individualistic development path.
