21世纪以来,中国同太平洋岛国的互利合作关系呈现出全方位和跨越式发展的良好态势。但在双边合作不断深化、强化的同时,太平洋岛国地区高端人才匮乏的现象日益凸显,成为严重制约双边全方位合作不断拓展和深化的因素。人才匮乏不是太平洋岛国同中国互利合作中存在的特有问题,而是严重制约太平洋岛国地区社会和经济发展的普遍现象。本文通过对太平洋岛国地区高等教育现状的梳理和分析以及对岛国地区教育机制的探索和剖析,深入研析了制约岛国地区高等教育发展的因素及其对岛国地区社会和经济发展的制约。基于对太平洋岛国地区高等教育范式的实证分析,本文对中国高等院校赴岛国地区独立或合作办学的可行性及其对岛国地区社会、经济发展的推动作用做出有益的理论探讨和实证探索。
The mutually beneficial relations of cooperation between China and the PICs have forged ahead in a comprehensive and rapid way in the new century. The lack of high-end talents in the PICs,however,has become pronounced and constrained the further development of China-PICs cooperation of mutual benefits. The lack of high-end talents is not peculiar to China-PICs cooperation but common in the PICs’ cooperative relations with other countries,restraining its social and economic advancement. This article provides an detailed examination on the current situation and mechanism of the High-learning education in the PICs and an analysis on the factors that constrain the development high-learning education in the PICs. Based on the empirical analysis on the PICs’ paradigm of high-learning education,this article explores the likelihood of setting up overseas campuses by Chinese high-learning institutions and the possible impacts on the PICs’ social and economic development.
