2020年以来，海洋立法方面取得的重要进展主要为以下六项：一是颁布了《中华人民共和国海警法》、修订了《中华人民共和国海上交通安全法》；二是多项涉海政策发布，如《全国重要生态系统保护和修复重大工程总体规划（2021—2035年）》《红树林保护修复专项行动计划（2020—2035年）》《海洋生态保护修复资金管理办法》《自然资源部关于规范海域使用论证材料编制的通知》等；三是《全国海洋生态环境保护“十四五”规划》编制全面启动；四是修订了《中华人民共和国渔业法实施细则》；五是《中华人民共和国湿地保护法（草案）》初次提请全国人大常委会会议审议，这是我国首次专门立法保护湿地；六是自然资源部发布了2020年立法工作计划。
Since 2020，China made six important advances in ocean legislation. Firstly，the promulgation of the Maritime Police Law of the People’s Republic of China and the Maritime Traffic Safety Law of the People’s Republic of China （Revised Draft）；secondly，the issuance of maritime policies，such as National Major Ecosystem Protection and Restoration Major Projects （2021-2035），Mangrove Protection and Restoration Special Action Plan （2020-2035），Marine Ecological Protection and Restoration Fund Management Measures，Notice of the Ministry of Natural Resources on Regulating the Preparation of Demonstration Materials for the Use of Sea Areas，etc.；thirdly，the preparation of the National Marine Ecological Environmental Protection 14th Five-Year Plan has been fully launched；fourthly，the Detailed Rules for the Implementation of the Fishery Law of the People’s Republic of China has been revised；China’s Wetland Protection Law （Draft） was submitted to the Standing Committee of the National People’s Congress for deliberation. This is the first time that China has specifically legislated to protect wetlands. Lastly，the Ministry of Natural Resources has issued a 2020 legislative work plan.
