企业使命是企业生产经营的总方向、总目的、总特征和总体指导思想,它阐释了企业生存和发展的根本理由。纵观中国国有企业的历史发展,优秀的国有企业无不对自身使命具有清晰的界定,并能够基于自身企业使命进行科学合理的战略管理规划。本报告通过对中国国有企业在不同时期企业使命演进历程的回溯,结合国有企业的分类改革,重点阐释新发展阶段下国有企业所需承担的经济使命、国家使命与社会使命,并从总体战略定位、分类发展战略和战略转型三个层面为国有企业进行使命驱动下的全面战略管理创新提出政策建议。
As the general direction,goal,characteristic and guideline of an enterprise,company mission explains the fundamental reasons for enterprises’ survival and development. Throughout the history of Chinese state-owned enterprises,most of successful companies enjoyed clear mission statements,and could carry out effective business strategies based on their own missions. Based on the retrospection of mission evolution during different periods,combined with the classified reform of state-owned enterprises,this paper focuses on explaining the economic mission,national mission and social mission that state-owned enterprises need to assume under the new development paradigm. Furthermore,this paper puts forward policy suggestions on the mission-driven strategic management innovations for Chinese state-owned enterprises.
