中国国有企业管理制度创新

改革开放以来,“三项制度”改革稳步推进,特别是在国有企业改革浪潮中充当了不可或缺的角色。但是,“三项制度”改革是一个长期攻坚的工作,事关国计民生,同时也涉及多方利益博弈,仍有不少企业不同程度存在人浮于事、冗员过多、平均主义的问题。本报告从国有企业三项制度改革现状分析出发,探析我国国有企业管理制度创新需要关注的问题,并构建国有企业管理制度评价体系,针对国有企业三项制度改革提出可行性建议。

Abstract

Since the reform and opening up,the reform of “Three Systems” has been advancing steadily,especially playing an indispensable role in the wave of state-owned enterprise reform. However,the reform of the “Three Systems” is a long-term task,which is related to the national economy and the people’s livelihood. At the same time,it also involves multi-party interest game. The reform is old-fashioned,repeated and inefficient. Starting from the analysis of the current situation of the three system reforms of state-owned enterprises,this chapter analyzes the main problems that need to be paid attention to in the innovation of management system of state-owned enterprises,constructs the evaluation system of management system of state-owned enterprises,and finally puts forward feasible suggestions for the three system reforms of state-owned enterprises.
