2012年国家发展和改革委牵头组织开展跨境电商试点，围绕跨境电商B2C“三难”问题，开展创新探索。2015年商务部牵头开展跨境电商综试区，围绕跨境电商B2B的技术标准、业务流程、监管模式和信息化建设等方面先行先试，兼顾跨境电商B2C创新发展，综试区是试点的升级版。本报告对试点及综试区改革发展进行了系统梳理，通过网上收集政府相关公开文件和数据，市场调研和企业走访，还原和复盘整个试点和综试区创新发展历程，总结出相关创新点、关键点和问题点，并对典型综试区城市产业发展提出一些建设性意见。
In 2012，the National Development and Reform Commission（NDRC）took the lead in organizing the pilot project of cross-border e-commerce，and carried out innovation exploration around the “Trilemma” problem of cross-border e-commerce B2C. In 2015，the Ministry of Commerce of the People’s Republic of China（MOFCOM）took the lead to launch a comprehensive test area for cross-border e-commerce，focusing on the technical standards，business processes，regulatory modes and information construction of cross-border e-commerce B2B，as well as the innovative development of cross-border e-commerce B2C，which is an upgraded version of the pilot project. This report systematic researched on reform and development，through documents and data collection，market research and corporate visits. It restores the innovation development process of the whole pilot project and comprehensive test area. This paper summarized and tound out relevant innovation points，key points and problems，and put forward some constructive Suggestions on the development of typical comprehensive test areas.
