2016年9月30日进行的IANA监管权限转移进程结果，是ICANN治理架构变革，以及其所象征的全球网络空间治理架构变革中最具象征性的事件。整个变革进程中，始终贯穿国际化还是私有化的方向之争，这是资本和政治权力扩散至网络空间的必然。本文尝试简单梳理相关发展进程，从基础设施和基本政策实践角度提出若干看法和建议。
The transfer of the stewardship of IANA functions on September 30，2016 resulted in the transformation of the governance structure of ICANN - the most symbolic event in the transformation of global cyberspace governance framework. The battle over the direction of the transformation，namely whether towards internationalization or towards privatization，ran through the whole process of the transformation，which is an inevitable result of the proliferation of capital and political power into cyberspace. This report tries to give a brief review of this development process and put forward some opinions and suggestions from the point of view of basic implementation and basic policy practice.
