本文以“后真相”为切口，关注近年来先后发生的“雷洋案”“魏泽西事件”“罗一笑事件”“辱母案”“红黄蓝虐童案”等热点新闻在网络空间引发的情绪化舆情现象，并结合互联网时代网络舆论的表达特点、形成特点和传播特点，以及近年来我国网络舆情监管工作和方法中存在的争议和问题，提出八项建议，力求改善热点事件中非理性情绪在网络肆意蔓延的情况。
This report takes “post-truth” as the entry point to examine the phenomenon of emotional public opinion in cyberspace triggered by such hot news as the “Lei Yang Case” in recent years and，in light of the characteristics of the expression，formation and dissemination of public opinions in cyberspace in the Internet era and the controversies over and problems in the work and the method of regulation of public opinion in cyberspace in China，puts forward suggestions on ways of preventing the wanton spread of irrational emotion over hot events in cyberspace.
