在全球互联网治理体系变革进入关键时期的背景下，深入研究互联网治理对于构建网络空间命运共同体、对于努力把我国建设成为网络强国意义深远。本文回溯了互联网治理问题的提出，界定了互联网治理问题的边界，认为互联网治理是一个旨在探寻一种稳定制度框架的世界级治理难题。在剖析互联网治理面临的五大现实挑战和三种制度诉求的基础上，本文认为互联网治理必须找回国家，建构可持续发展的治理生态。
Based on reviewing the origin of Internet governance and defining its boundaries，this paper put forward that Internet governance is one of the world's toughest governance issues，which aims to search the stable institutional structure，and then mainly analyses five realistic challenges and three alternatives for Internet governance.This paper points out that “bringing the state back in” provides important guidance to the building of a fair and equitable global Internet governance ecology in the present situation.
