澳门经济适度多元发展是当下澳门社会最重要的建设工作。多元发展的关键在于人才,澳门特区政府自2014年设立人才发展委员会以来,推动了众多政策措施,至今澳门人才政策的框架基本形成。然而,对标人才发展的最终目标,政策仍有完善及改进空间。本文回顾了过去特区政府的人才政策,指出政策在经济及社会层面的主要难点及人才政策在落地实施上的未尽善处,探讨政策优化思路。本文建议政府通过进一步整合资源,善用大湾区联动优势,深化人才政策在实施方向上的变革,聚焦创新发展型青年人才的培养、引进和运用,以期望在人才推动经济适度多元发展方面及早取得突破。
To moderately diversify Macau’s economy is one of the most important task for the community of Macau at large. The key to achieve diversification is to develop skilled and qualified professionals. Since the institution of the Talents Development Committee in 2014,the Macau Special Administ-rative Region Government has put forward many policy measures that have resulted in forming a foundation for the policy framework on skilled and qualified young professionals. However,with the ultimate objective to develop talents in mind,there are rooms for perfection and improvement. By reviewing past government policies,this article points out the difficulties in socio-economic aspect and policy implementation. Suggestions,such as further integration of resources,utilising the advantage of the Greater Bay Area,are proposed to deepen the policy on skilled and qualified young professions towards a more focused direction in training,introduction and application,with hopes to achieve an early breakthrough in a moderate economic diversification through the work of skilled and qualified professionals.
