2004年特区政府提出旧区重整，2011年《旧区重整法》被立法会一般性通过再到2013年突然被撤回，社会甚为关注的旧区重整最后关头未能落实；2015年特区政府再提出以都市更新的概念重新推动旧区重整，但至今仅通过部分法律、成立都市更新股份有限公司以及刚完成《都市更新法律制度》的公开咨询，离真正落实都市更新、落实改善居民生活质素的目标仍有相当距离，本文将会总结由旧区重整到都市更新的进程，重新检视经验教训，参考其他地区的经验，结合澳门的实际情况，提出一些可以尽快落实的针对都市更新的具体建议。
The Macau Special Administrative Region Government proposed urban restructuring in 2004. While the second reading of the Bill on Urban Restructuring was passed by the Legislative Assembly in 2011，it was withdrawn by the Government in 2013. Thus urban restructuring，a focal point of the community，ended up in vain. The Government proposed the concept of “urban renewal” in lieu of urban restructuring in 2015. Despite some progress，such as certain legislation exercises，the establishment of Macao Urban Renewal Company Limited and the conclusion of public consultation on the Legal Regime on Urban Renewal，there remains significant distance in is execution and eventual improvement of the quality of life of the population. This article summarises the evolution from urban restructuring to urban renewal，discusses the experience and lessons，and proposes suggestions to accelerate the process based on the experience of other territories adaptable to Macau’s local context.
