The positioning of the “World Centre for Tourism and Leisure”，the delivery of the Macau Tourism Industry Development Master Plan and the historical opportunities for the construction of the Guangdong-Hong Kong-Macau Greater Bay Area have set the tone and direction for the development of the non-gaming tourism industry in Macau. At present，the development of Macau’s non-gaming tourism business is facing challenges such as the majority of visitors is for indoor entertainment and short-distance visits，poor revenue despite enriching non-gaming products and services，the need to improve service facilities and the quality for non-gaming business，and the problem of tourism carrying capacity is increasingly prominent. It is also difficult for small and medium-sized enterprises to participate，and incidents in major source areas has affected Macau’s tourism and the real economy. In this regard，the details of policy implementation should be implemented based on “one centre” positioning and the overall planning for the development of the tourism industry，by continuously innovating in tourism products and promotion methods，and actively promoting regional cooperation. Training and development of professionals in the non-gaming industry are also important.
