The Macau Special Administrative Region Government has continuously adjusted its functions and structure since its establishment. Because financial pressure is not experienced，the Administration focuses more on improving the quality and efficiency of the public service by working to transform it into a service-oriented government. The satisfaction of residents for government services has been significantly improved. On the other hand，problems such as overlapping functions and mismatch of powers and responsibilities continue to exist. With the new government setting the improvement of public governance as one of its priorities，restructuring and adjustment of functions are required even more to achieve an efficient and effective Administration. The “super-ministry” reform in mainland China can provide a reference for Macau’s next stage of reform，but cannot be fully duplicated. The Administration should restructure itself based on to its changes in function，by focusing on the development goals of a world-class tourism and leisure centre，an economic and trade platform between China and Portuguese-speaking countries，and a multi-cultural exchange and cooperation base with the Chinese culture as the mainstream. The general objective is to build a clean and efficient service-oriented government that is convenient for residents and business and meets the requirements of rapid social and economic development.
