碳排放监测分析是落实碳达峰、碳中和工作部署的重要基础性工作，有助于摸清排放底数、明确减排重点，对于提升政府治理现代化能力、推动清洁低碳转型具有重要意义。本文简要梳理了碳排放监测分析平台的建设背景，依托河南省能源大数据中心，开展了河南省碳排放监测分析平台的功能体系设计工作，建立了涵盖区域、行业、企业的碳排放模型库，构建了“省—市—县—企业”碳排放监测体系，为构建双碳数字生态，激活能源数据价值，助推河南能源清洁低碳转型和绿色发展，实现碳达峰、碳中和目标提供现代化技术辅助手段。
Carbon emission monitoring and analysis is an important basic work to implement the “carbon peak and carbon neutral” work deployment，which helps to find out the emission base and clarify the key points of emission reduction. At the same time，it is of great significance to improve government governance capacity and promote clean and low-carbon transition. This article briefly sorts out the background and current situation of the construction of the carbon emission monitoring and analysis platform. Relying on the Henan Province Energy Big Data Center，the functional system design of the Henan Province carbon emission monitoring and analysis platform is carried out，and a carbon emission model covering regions，industries，and enterprises has been established. In addition，we have established a carbon emission monitoring system of “province-city-county-enterprise”. These are to activate the value of energy data，build a dual-carbon digital ecology，promote the clean and low-carbon transition and green development of Henan energy，and lay the foundation for achieving the goal of “carbon peak and carbon neutrality” as scheduled.
