十九大报告明确了中国的全球贸易治理观，除继续坚定支持多边贸易体制外，促进自由贸易区建设的重要性凸显，以更开放的态度推动建设开放型世界经济。拉丁美洲和加勒比地区是世界上新兴经济体较为集中的区域，各国希望通过贸易开放获得全球化的贸易红利。本报告评估中国和拉美国家签署的自由贸易协定现状，并对正在谈判和研究中的自由贸易协定和潜在的自由贸易协定谈判对象进行展望，提出以下政策建议：首先，继续深化改革开放，为世界各国提供进入中国市场的机会；其次，积极布局，争取与更多拉美国家签订自由贸易协定；再次，顺应国际潮流和趋势，推出更高级非传统议题自由贸易协定；最后，多边和双边并举，积极构建以”我“为核心的自由贸易协定网络。
The report of the 19th National Congress of the Communist Party of China has clarified China’s view on Global trade governance. In addition to continuing to firmly support the multilateral trading system，it is of great importance to promote the construction of Free Trade Areas and promote the construction of an open world economy with a more open attitude. Latin America and the Caribbean is a region where emerging economies are more concentrated in the world. Countries hope to obtain the trade dividend of globalization through trade opening. This paper evaluates the current situation of Free Trade Agreements signed between China and Latin American countries，looks forward to the Free Trade Agreements under negotiation and research and potential negotiating objects of Free Trade Agreements，and puts forward the following policy suggestions. First，continue to deepen reform and opening up to provide opportunities for the Chinese market for countries all over the world. Secondly，actively arrange and strive to sign Free Trade Agreements with more Latin American countries. Thirdly，comply with the international trend and trend to launch a higher-level non-traditional topic Free Trade Agreement；Finally，both multilateral and bilateral efforts should be made to actively build a network of Free Trade Agreements with China as the core.
