Policy innovation and pilot reform in the field of tourism can lead the innovation and development of the Free Trade Zone and promote a new round of reform and opening up. The reform and innovation of tourism is the task and requirement given by the central government to the development of Hainan Free Trade Zone and an important part of the construction of Hainan Free Trade Zone and Free Trade Port. Since its establishment，Hainan Free Trade Zone has explored a series of tourism reform and innovation practices，and achieved a number of innovation and demonstration in the policy fields of taxation，visa，investment and financing，land，aviation，talent and culture，which has greatly promoted the construction of Hainan international tourism consumption center and provided new impetus for the reform，innovation and development of the Free Trade Zone.
