本文首先对上海国际金融中心建设的现状进行了简要分析，结合国家发展政策及第三届进博会出台的多项措施，提出要实现上海国际金融中心功能升级应采取以政策推动模式为主、自发拉动模式为辅的结合发展模式；其次，在构建国际金融中心能级评估指标体系的基础上，分析了目前上海作为国际金融中心的能级定位及升级方向，进而分析了上海国际金融中心能级提升面临的条件限制，并阐述第三届进博会的创新点为上海国际金融中心能级提升带来的创新空间；最后，提出了提升上海国际金融中心能级的具体建议。
First，this report makes a brief analysis on the status quo of the construction of Shanghai International Financial Center，and proposes the combined development mode with the “policy-driven model” as the dominance and the “spontaneous driving model” as the supplement for upgrading the function of Shanghai International Financial Center in combination with national development policy and measures promulgated by the 3rd CIIE. Second，on the basis of the proposing the evaluation system at international financial center level，this report analyzes Shanghai’s current energy level positioning as an international financial center as well as its restricted conditions and upgrading direction for Shanghai’s function as an international financial center，and specifies the bigger development space brought by innovation highlights of the 3rd CIIE. Finally，it proposes specific suggestions for enhancing Shanghai’s energy level as an international financial center by leveraging the platform of CIIE and seizing multiple supportive policies.
