中国国际进口博览会（以下简称进博会）已成功举办三届，其不断增长的进口贸易势必为上海实体经济发展带来积极影响和金融创新机遇。作为中国高水平对外开放的“试验田”、“桥头堡”与“风向标”，中国（上海）自由贸易试验区临港新片区应加大开放型经济风险压力测试，主动设计更多的创新性、突破性、引领性制度供给方案，积极、主动打造为链接国内国际双循环的特殊经济功能区。本报告聚焦这种机遇，并对临港新片区可能的金融创新路径进行探讨。本报告提出，在临港新片区可试点离岸注册区，建立离岸金融中心。借助RCEP签署带来的发展机遇，使临港新片区成为亚太国际贸易与国际金融网络节点，使上海成为国内国际双循环战略链接点。
China International Import Expo（hereinafter referred to as “CIIE”）has been successfully held for three sessions. The ever-increasing import trade is bound to bring a positive influence and financial innovation opportunities to development of Shanghai’s real economy. As the “test field”，“bridgehead” and “wind vane” of China’s high-level opening up，Lingang Section of Shanghai Pilot Free Trade Zone shall intensify open economy risk pressure test，take the initiative to design more innovative，ground-breaking，leading and landmark institutional supply schemes，and actively grow into a special economic functional zone linking domestic and international circulations. This report focuses on such opportunities and explores possible financial innovation paths in Lingang Section of Shanghai Pilot Free Trade Zone. This report proposes to set up an offshore registration area boldly in Lingang Section of Shanghai Pilot Free Trade Zone，develop offshore registration and offshore finance and gradually build an offshore international financial center. By virtue of the good momentum that RCEP was just signed and entering into the implementation stage，we can make Lingang Section of Shanghai Pilot Free Trade Zone a node of Asia-Pacific international trade and international financial network，and make Shanghai a strategic linkage point of both international and domestic circulations.
