本报告从欧洲毒品预防系统的整合角度,介绍和分析了欧洲各国在毒品预防领域的互动博弈,并强调了欧洲在整合现有系统成功实施毒品预防计划方面尚需应对的诸多挑战。欧洲现实政治和各国既有的毒品预防策略对于欧洲毒品预防系统的构建、反馈与措施选择产生了极大影响,由此导致该系统在组织架构上的离散化、各层面决策实践的不平衡与干预措施的差异性。由于“人本”理念下对个体因素的一味强调与对医疗戒治模式的模仿,欧洲毒品和毒瘾监测中心所建构的欧洲毒品预防系统在整体性上存在悖论,不得不以形式上的统一掩盖实际上的各国分歧,这对于欧洲未来毒品预防工作的进一步整合与发展产生了极大限制。
From the perspective of the integration of European Drug Prevention Systems,this thesis analyzes the interaction of European countries in the field of drug use prevention. It also emphasizes the challenges that Europe needs to solve in the successful implementation of drug prevention programs. The political status of Europe and the existing drug prevention strategies of various European countries have a great impact on the construction,feedback and choice of measures of the European drug prevention system,which has led to the discretization of the system’s organizational structure,the imbalances of the decision-making practice at all levels,and differences in intervention measures. Due to the emphasis on individual factors and the imitation of drug treatment under the concept of “people-oriented”,the European drug prevention system created by European Monitoring Center for Drugs and Drug Addiction is paradoxical in its entirety. The system must be unified in form to cover up the actual divisions and differences of various countries,which has caused great restrictions to the further integration and development of Drug Prevention programs in Europe in the future.
